Western Hemisphere: Key Activity Over the Last 72 Hours
Security activity across the Western Hemisphere has remained concentrated on transnational organized crime, maritime interdiction, and U.S. regional engagement. On September 19, U.S. Southern Command reported that Joint Task Force Western Hemisphere conducted a lethal strike against a go-fast vessel operating on established narco-trafficking routes in the Caribbean, killing four people. SOUTHCOM said intelligence indicated the vessel was actively involved in narcotics trafficking. The operation comes amid a broader expansion of U.S. military and law-enforcement activity against transnational criminal networks in the Caribbean and Latin America.
Mexico also recorded a significant counter-narcotics development on September 22, when Mexican authorities, working with the FBI and DEA, arrested alleged fentanyl trafficker José Ángel Rivera, known as “Don Flaco.” Mexican officials allege that Rivera coordinated and financed an organization involved in moving chemical precursors from China into Mexico and the United States. Separately, 18 suspects connected to the 2021 assassination of Haitian President Jovenel Moïse were transferred from Haiti to the United States, where they face federal proceedings. The cases highlight the increasingly cross-border nature of criminal investigations involving Mexico, Haiti and the United States.
Venezuela remains another major regional development. During the UN General Assembly, an official Venezuelan delegation led by interim President Delcy Rodríguez engaged U.S. and international officials over energy, debt restructuring and mining, while negotiations involving Venezuelan oil, gold and overseas assets continued. Reuters reported that the Inter-American Development Bank is also preparing a two-year engagement plan focused partly on electricity and social protection. For the coming days, the key indicators are continued U.S.–regional security cooperation, maritime trafficking activity, Mexico–U.S. counter-fentanyl operations, developments in Haiti's security and judicial environment, and whether Venezuela's energy and financial negotiations produce concrete agreements.
